Description

When visiting Special:Gather without being logged in (for example) the page will redirect to the login page. The i18n messages to show on the "box" above the form should be our messages but it is not picking it up and it is showing default labels.

We haven't implemented this due to complications / restrictions of being in a separate extension. This card should be estimated as it is tricky and pushed into a future iteration if important.
