The current parsoid rt infrastructure suffers from a few problems:

• the mysql coordinator database is a bottleneck
• the way code is updated is quite hacky and involves a user (parsoid-rt) that isn't in puppet

At some point (when updating to jessie?) we should revisit this infrastructure, and ideally also move the parsoid-rt user into puppet.
