Afaics, it's not unanimous, 2-1 (the last comment is opposing) with a reasoning. I don't exactly know what this is about (I'm currently on mobile), but if it requires consensus, I do not believe this consensus is representative.

It's not a huge change, though. Can you bring the proposal up again locally?

I think we should just enable cross-wiki/interwiki search on all public Wikimedia wikis, now filed as T109957. Assuming the user interface is reasonable, enabling/restoring this functionality for Special:Search should be an uncontroversial feature addition, which doesn't require community consensus.
