Add the Phabricator etiquette to the Wikimedia Phabricator footer

Description

The Bugzilla etiquette was in the Wikimedia Bugzilla footer, but the Phabricator etiquette is not in the Wikimedia Phabricator footer. Let's add it.

Also a minor detail, should the wiki page be under Phabricator/ like the rest of Phabricator related pages?

Wondering if linking from the existing https://wikimediafoundation.org/wiki/Terms_of_Use/Phabricator page to https://www.mediawiki.org/wiki/Bug_management/Phabricator_etiquette might be better than adding another link to the footer? Is the Etiquette is a term of use? If not I can of course cook up a patch.

This task was accidentally assigned to Rachel when I created the subtask. @Aklapper makes more sense, since this task is ultimately about Phabricator and not about the Friendly Space policy itself.
