@Joe: Could you explain what is missing to close this task as resolved?

Gerrit 197499 was never merged, we don't have MW config for swift as a result.

Rebased. A comment of the change author notes a lack of configuration for Labs environment.

As @demon pointed out, we were just missing the swift configuration, for which I was waiting on some feedback from aaron; I got it before the WMDS/all hands and now I just need to fix the swift config and merge this.
