Possible to drop the cursor under the special character tray and interface doesn't scroll on insert, leading to possible confusion

Description

Right now if you accidentally click on the very edge of the special character dialog, it places the cursor on the line beneath it and then characters will get inserted on that position .Can we make this case difficult to happen ?
