Decide on and implement module and file naming conventions

Description

There are general conventions we should use as a basis, but if we need local variation, we can have it.

Issues to deal with include:

  • modules or resources
  • ext.gettingstarted vs. ext.guidedTour
  • How to name modules and filenames when there is more than one file in a directory/module.
  • Keep using tour file naming convention?

We might need to take care to avoid breaking compatibility for anons (due to 30-day cached HTML)
