_This is blocked on Card #527.

User story: as a user, I would like a guided tour to follow along we me, regardless of whether I choose to user VisualEditor or wikitext.

Specification: GuidedTour should launch the correct step of firstedit and firsteditve tours, if users switch between the two.

More details/ideas: As part of this, we may want to make a better alternative to tour IDs (makeTourId, parseTourId) and deprecate those methods.
