Among the top departmental priorities for Q3 (January-March 2015) for the Wikimedia Engineering and Product Development department, fiscal year 2014–15, there is a
- Fit-for-purpose special character inserter; ''currently blocking [VisualEditor's deployment to] ~50 languages which need it, like Navajo and Welsh .''
The list of wikis mainly interested by improvements to this tool is at VisualEditor/Rollouts - they are called "Phase 5 wikis".
The Community Liaisons have contacted the wikis in March 2015 to inform them about the improved character tool and, if no particular concerns arise, about VisualEditor becoming the default editor at those wikis some time later.
The message includes a screenshot, short instructions to activate VE, test the tool and customize it on a per-wiki basis, plus links to the centralized feedback page and to a new instructions page which will guide users to get their wiki ready for VE before it's deployed there. The page is marked for translation.
The follow up message may include, among other things, a link to the feedback page, more aptly labelled as "Get help", a link to change the target page in the MassMessage list, a link to the VE multilingual newsletter.
