I haven't counted, but it seems that the forced value is 100 results by page. How often do a user need to perform a query resulting in more than 100 projects?
Even if this is inconsistent, I don't think we should invest much time here discussing this "problem". I propose to decline this task.
Since it is an accurate description, this might have a chance of success upstream, although they might also think 'why bother, patches welcome'.
