Give patrol to reviewers on testwiki

Description

Currently, no usergroup other than sysop has 'patrol' rights on testwiki. Some users want to test NP or RC patrol but giving out sysop rights just for this is overkill, see this request and related discussion. We can grant this to the existing reviewer usergroup. Having a separate group seems unneeded.

No concerns with this. We're not introducing a new user group (should probably be separate commit for each wiki though)

The two wikis use the same FlaggedRevs config.
