Create cross-domain MediaWiki-Vagrant role

Description

Large MediaWiki setups use separate domains for uploads, while the default vagrant installation just serves them from the main domain. The difference can be quite significant for certain features since browsers use a same-origin security model.

Create a vagrant role which configures upload domains and sets CORS headers in a manner similar to Wikipedia.

As a workaround, the commons role can be used for cross-domain upload testing.

This task has been assigned to the same task owner for more than two years. We don't serve assets from a separate domain anymore. A shared upload domain would be still useful though.
