It should probably go on wikitech (and updated) and that link that andre linked should be turned into a real page (not just a subtopic of the binaries page).

https://doc.wikimedia.org/mw-tools-scap/ has the Sphinx generated documentation. Keeping the doc that is there with the code up to date may be the easiest way to stop things from falling horribly out of sync. If doc updates are enforced in code review then everyone will win. :)
