on beta:

this might happen on test.wikidata also. css is loaded in the wrong order or something is wrong.

we had this issue in the past and should be somewhat easy to solve, and not a blocker for deploying to test.wikidata.

no idea if it is related but I have no tabs in Special:Preferences on beta wikidata, as well as beta enwiki:

aude set Security to None.

test.wikidata has the new branch now and appears unaffected by this issue.

in some ways it's even more annoying to be a beta-only thing, yet again. i poked the caches quite a bit and pretty sure the issue is *not* caching this time.
