Description

It seems like account registration is broken on test.wikipedia.org. Every account name I try to create returns AntiSpoof's "antispoof-tooshort" message (which is terrible and I'll file a separate ticket about that).

@TTO says mediawiki.org is affected as well. Roan seems to know about this issue.

One suspicion right now is Unicode normalization funkiness (mentioned by @TTO). Roan says @Legoktm and @brion were working on UtfNormal + composer recently, which could be related.
