Allow for mentions to autocomplete outside the current thread

Description

I expect that when I begin to mention another user (using the snazzy new VE-backed tools) that it will autocomplete on any user in that wiki, not just those in the current conversation.

Other uses of the @mention syntax, such as Twitter, autocomplete upon all existing users.
