Flow error messages appear in a language different from the one set by uselang parameter

when I tried to summarize a locked topic, Flow displayed the error message

Este tópico está bloqueado para quaisquer outras atividades.

(which is in Portuguese). However, I explicitly set the "uselang=en" parameter in the URL so that I could see the exact messages Flow shows for users, so that I could avoid misunderstanding to developers in Phabricator.

I think whats happening here is we are making API requests but not forwarding the uselang parameter in the API. The result would be returned error messages are in the user language and not the provided uselang.

@Devirk: This issue has been assigned to you more than a year ago. Could you please share a status update? Are you still working (or still plan to work) on this issue? Is there anything that others could help with? In case you do not plan to work on this issue anymore, should you be removed as assignee (via 'Assign / Claim' in the 'Actions' dropdown menu) to avoid cookie-licking?

@Devirk: I am resetting the assignee of this task because there have been no signs of progress lately (please correct me if I'm wrong).
Resetting the assignee avoids the impression that somebody is already working on fixing this task and it also allows anybody else to potentially work towards fixing this task.
