When a user first adds an item to the collection a blue tutorial overlay will point at the hamburger menu (See T93628 which covers this part)
When this menu button is clicked the menu will show and to the right of collections will be a NEW icon.
Note this was done for Wikigrok roulette but is not in a generic form.

@MSyed does this show all the time or only when I click the hamburger icon after following the pointer?
(The former is easiest)
It seems the code the Wikigrok team is not reusable so I'm going to have to rewrite this from scratch.. doh.
