Open the toolbar demo in apex and click on the down indicator in the bar group in the third demo.
Note that the bar group stays outlined as you mouse over the list that appears (as happens with a normal list group).
Move your mouse away from the list (into the 'document') and notice that although the bar group has inverted shading, it is no longer outlined:

I don't think this is worth fixing in ToolGroupTool, but hopefully will be corrected when toolbar group nesting (T74159) is properly implemented.
