A user who has flagged a collection cannot flag the same collection so that they do not have disproportionate voice.

Description

If a user is logged in, they cannot flag the same collection unless name/description has been modified.
If a user is not logged in, they cannot flag the same collection unless name/description has been modified (to the extent that this is possible). I think cookie is a reasonable barrier.

What happens with the old flags when the collection is edited? Are they just deleted? That sounds a bit like a get out of jail free card.
