How small is the screen?

For me it starts happening when screen is 900px or less wide. But really it depends on the language and number of links at the top row. The callout is 542px wide so for larger callouts this can happen even with larger resolutions (when there is not enough space for the requested position, and it flips, and there is not enough space on that side either, but if it was centered there would be space).

That automatic flipping will happen when we have https://gerrit.wikimedia.org/r/197023 in place

It's not automatic flipping that is the issue here, it is automatic centering when neither the original nor flipped position fit the screen ;)

I re-checked with cx2-testing - yes, the issue is present, but to get the same screenshot as in the ticket, I need to get to about 701px or less not to 900pxwide as was mentioned.

I also checked the mobile/responsive view - all looks quite fine.
