Steps:

go to https://www.mediawiki.org/wiki/Talk:Beta_Features/Hovercards
Under "Browse topics", select "Latency"

Actual:

nothing happens

Expected:

The "Latency" topic is loaded and scrolled into view

Workaround:

Scroll until no new topics are loaded to enable all the "Browse topics" links
