[EPIC] Promote alpha header to beta

Must ensure that we can track menu clicks and searches--purpose is to track impact on both.

Really? I thought we were completely overhauling this and redesigning this? If so, I'd hate us to waste energy pushing the existing alpha menu into beta.

This task needs more fleshing out before we commit to it. As it stands, it's a placeholder task.

@Jdlrobson 2 things have changed thinking here.

  1. turns out we can launch the search+menu header without a new page load (this was the deal-breaker for current alpha header). Given that, I want to test it and see if it improves menu clicks without damaging search.

The "new" header design shrinks the search bar, so we could then have a good alternative to compare it to.

Basically, for just a little bit of work, we can get numbers on a viable experiment rather than throwing it out before we test it. If this doesn't shrink searches and increases menu clicks, it might be an improvement over the existing header. We could promote it and build any improvements on top of it.

This should be (strongly?) considered for promotion as part of T100297.
