Description

The toolbar starts enabled even when the focus isn't on the document itself. Clicking buttons results in nothing but the button appears as "clicked" (greyed)

Reproduce:

Open VE in mobile view
Without touching or clicking the screen, click on a toolbar button (like "Bold")
Observe - the button is clicked, but nothing happens
