Change twentyafterfour and demon to root on phabricator (iridium)

Description

Currently both @mmodell and @demon are "admins" on phabricator. Releng is going to be taking over the vetting / release process for phabricator, including moving the deployment to a system of their choosing most likely. I have spoken with @greg and @mark about this and everyone seems on board.

This is now on the ops agenda for approval during our meeting.

The meeting result is approved, but with some conditionals:

As these guys are taking over the maintaining of the service, all pages and outages for this service will need to include the releng folks involved, as well as operations.

There was discussion on limiting sudo to a non-root user, but this is a silo box and this would be difficult at this point, so should happen in the future.

ie: no root until they also get paged, so dont merge until both are ready.

I don't have a problem with getting paged really. How does that work? I just give you guys a phone number? Is there an alternative to SMS because I'm a lot more likely to wake up if the page goes to my phone as a push notification via http://prowlapp.com/ (so I can set a custom ringtone that is louder and distinct from default one)

I seem to be especially good at doing that. Oh well, I go with what I'm good at.

This was discussed and approved in our operations meeting. Since these two now will be supporting the service, I'll be creating another task to add them to paging for phabricator outages.
