$wgMFEditorOptions should be updated to reflect production

Description

To ensure anonymous editing gets the attention it deserves we should probably make this the default config value rather than being buried in beta.

3rd parties can still turn it off if necessary.
Not doing this causing inconsistencies with browser tests and leads to broken code from my experience.
