Find another/a better place for secondary actions

Description

With more and more buttons in our "page-secondary-actions"-section at the bottom of the page, it will look more and more like a dump. We should find a better position for the buttons and minimize the buttons left there to a minimum. Actual example: Category-Button:

Design I've been working on that includes tags, page-secondary actions, and related articles.
It still has a lot of stuff at the bottom, but labels are consistently styled.
I agree that "read in another language" also belongs at the top or in another easy access location.

But categories and talk/discussion is still missing, and if we add it in the list under "share article" e.g. it still looks too much?
