[Task] Use an own load section for Wikibase DB queries

Description

That should probably cover everything that hits Wikibase specific tables.

I stumbled upon the fact that we sometimes end up on a rather slow DB slave when debugging weird performance issues with the dump.

I think this grew from some discussion back then, but given it had no clear goals and I don't think this is as relevant anymore, let's decline it.
