The portuguese language wikipedia (http://pt.wikipedia.org) decided to disable
local file uploads


Also decided to leave just one link in the toolbox, related to file uploads. In
this moment, there are 2 links related to file upload:

Carregar arquivo (upload file) > http://pt.wikipedia.org/wiki/Especial:Upload
Carregar no Commons (upload in Commons) >

The community decided to leave just one link, like this:

There's some kind of JavaScript magic mucking with the upload links, you may wish to remove that and let the native link to Commons

I think the JavaScript is now ok.

The only thing that must be done is to change the link




so that the Carregar arquivo (upload file) in the toolbox always links to the
local help page specified above

That was the pt.wikipedia community decision over here:
