interwiki page title checking has false positives when namespace is also an interwiki

https://meta.wikimedia.org/wiki/Global_message_delivery/Targets/Wikidata

"Wikipedia:Wikidata/Berita/2014" is not a valid page title. Interwiki targets should be specified using the site parameter (|site=www.example.org).

If "site" is provided, we should just assume the title is valid since we can't validate it.
