If I have Wikidata installed Wikidata should be used to source page banner

Description

In config I should be able to override a global config value and specify a Wikidata property that contains a pagebanner image file.

When I view a page A which has wikidata id B then the value of the property is used for the image.
When I specify a magic word it overrides this value.

Wikidata => Wikipedia Wikibase => MediaWiki
