It points to the documentation for the current application. Notice how it changes if you leave Maniphest and browse to another application.

Websites tend to have navigation bars with items that are not always useful to regular users. I cannot imagine a preference for "Hide Help icon" so this sounds like Declined to me.
If a user really don't want to see it, there are ways to hide it via browser.

The gain of that icon is to link to documentation (as can be seen when clicking on it) for users who might need help. Which does not sound like a bad idea per se. Declining.
Custom JS in your browser like if (document.getElementsByClassName('fa-life-ring').length >= 1) { document.getElementsByClassName('fa-life-ring')[0].setAttribute('style', "display:none;"); } will hide it and leave a black empty spot, if that is less disruptive for your personal Phabricator experience.
