Description

https://phabricator.wikimedia.org/settings/panel/conpherence/ should be part of the general notification settings so that users are able to control 100 % of the usage of their email and notification screen.

We're discussing disabling Conpherence in T127640 and there are no plans to implement T98334 in Wikimedia Phabricator, hence reflecting reality by declining.
