Unattended upgrade seems to only run daily instead of hourly

Description

I have upgraded HHVM by mistake on CI slaves (T98876), while investigating I noticed that Debian unattended upgrade might only run daily instead of hourly via https://gerrit.wikimedia.org/r/#/c/183019/

Need to verify that the /etc/cron.hourly/apt is properly invoked and that the script is not prevented from running. Maybe run it in verbose mode.

The /etc/cron.daily/apt script is not meant to run hourly. When checking the upgrade timestamp, it compares against midnight and only run once per day as a result.

We need a different strategy I guess.

Will look at it eventually. In short unattended upgrade is not meant to run hourly :-(
