Tech-Metrics as a name definitely feels too broad for me, especially when seeing what you want to use it for. :)
Would not putting tasks under the Development-Metrics (and potentially using its workboard for columns) project and marking those tasks as blocking T60585 work, and then close T60585 once all the blocking tasks are resolved?

You could request a project in Phab (and it can be created) if you know reasons why a project in Phab will help you way better to organize your work. And if you find a more specific name for that project. :)
But for the time being I could imagine that using tasks that block T60585 or T98045 (via "Edit Blocked By Tasks") and using your personal list of tasks assigned to you at https://phabricator.wikimedia.org/maniphest/ plus their priorities could be sufficient, so I'm declining this request for the time being.
