Options tab → Advanced settings button → Replace Special window: When rclicking on a rule that is not highlighted, the highlighted (and now unintended) rule is operated on.

Duplicate Create 2 rules → lclick on #1
Then:
cut → rclick on #2 → press Cut: #1 is cut
copy → Ctrl+C #1 → rclick on #2 → press Copy → Ctrl+V: #1 is pasted below #1
paste → same behavior as Ctrl+V (no problems)
delete → rclick on #2 → press Delete: #1 is deleted
