Plan is to:

• deploy this week the rule as is, but limited to itwikivoyage
• if we can further restrict the rule to specific IP or IP range, we can extend the throttle rule to also allow direct account creation on Commons (a fairly standard addition for such events).

Dereckson, I won't be there on the first day of the fair, but I'll try to contact someone to verify if it's possible to get the exact IP.
If I'll succeed I'll inform you to restrict the rule, otherwise we should keep it general.
Very last chance is on the day of the presentation, during the registration phase, I'll try to check the IP and communicate you real time.

Glaisher, the only chance that I'll have to know the IP number (or IP range) is when I'll phisically go to that fair on June 26th, not earlier.
