I ran into this, too. It works the second provisioning through, and it will also reprovision correctly even after deleting the wikilabels database. The dependencies look correct to me, my next guess is that it's a race condition?

I like gitiles better than Diffusion or Github links. I think it's great if i can do code review and view repos in the same tool (Gerrit). So +1 to using that plugin. Also per IRC chat with no_justification.

I checked the ticket in wmf.15 (testwiki) and cx-testing.

The ordering looks good, maybe this was a race condition? Goes away with reprovisioning.
