This has been filtered. I see a new created user (myself) that has all the critical data redacted on labs hosts.
I am going to run a check private data to make completely sure before handing this over to cloud team for the views.
The Title::getUserPermissionsErrors method generally takes care of all things related to permission checks on title creation. Calling this method eventually triggers the hooks mentioned above. Errors in here can then be respected when importing and/or renaming files.

We have data maps for 1-4, and I think I should be able to put one together for #5. Once that's done, I'll put a message on the gd.wp village pump to ask for admin help editing the Mediawiki message.

No more errors for the last 6 hours after killing atop.
Also no drops or connections errors running the RX original buffers after reverting them as can be seen in the previous comment.

The GitHub part (only for DB dumps) is not needed anymore, see T171290#4142407
As discussed in https://gitlab.com/Bitergia/c/Wikimedia/support/issues/30, we will decommission the data dumps on Github.
To get JSON dumps I am supposed to run sortinghat export and scp the resulting file. This should be okay for the time being.

I'd second having the polyfill added in general. Perhaps we could put it in a separate file and then include it in all of the translators? IMO, that way we wouldn't have conflicts when rebasing on top of upstream.

I started digging into the code that might be responsible for this:
- The log entry uses the message logentry-upload-upload: "$1 {{GENDER:$2|uploaded}} $3".
- In \RecentChange::newLogEntry you can see how these message names are constructed: from a log entry where both "type" and "action" (a.k.a. "subtype" are set to "upload".
- In line #1638 in \LocalFile::recordUpload2 I found new ManualLogEntry( 'upload', $reupload ? 'overwrite' : 'upload' ). This code creates and writes a log entry. I don't see a way to skip this at this point.
- This recordUpload2 method is called as part of \LocalFile::upload. This is what is called in \ImportableUploadRevisionImporter::import, which is what FileImporter calls.
