My idea is to disambiguate __NOCONTENTCONVERT__ into two magic words, where NOCC keeps its legacy behaviour by e.g. making Env::langConverterEnabled() returns false, and a new magic word which forces the usage of the no conversion variant in the postprocessing stage.

I load-tested package metadata on integration-cache-proxy. The earlier tests only fetched tarballs, but npm and Composer also fetch metadata, Composer especially. The proxy now runs 0.9.0 plus #383, #400, #401 and #402, with cache_metadata on.
