Templates are local features and managed on wiki. Phabricator/Maniphest is used for MediaWiki, MediaWiki extensions, or server configuration. I have already provided it in the discussion. here again. In that discussion they agreed for allowing non-free content in Odia wikipedia and local file uploading system. Recently I have informed them again about the changes in Meta list. No objection found.

learn T85621, you can request adding "Uploader" user group to limit.

For 'Index' = 'ସୂଚୀ'

Found some error. Can't understand exact reason - this page has "Wiktionary" namespace as it was earlier (is it required to be moved manually ?). And in Village Pump namespace seems to have some error. See "ଉଇକଅଭଧାନ:ଆଲୋଚନା ସଭା" but requested for "ଉଇକିଅଭିଧାନ" namespace i.e. "ଉଇକିଅଭିଧାନ:ଆଲୋଚନା ସଭା" .

I noticed you don't have any text on the community portal. This page is generally used to explain to the community what resources there is for them on the wiki.

As an alternative some small wikis redirect this page to the village pump, that could be a good idea before such community portal page is written.

In the worst scenario, if you had text there before, there is an issue with the change, and we'll investigate furthermore.
