I don't see a consensus on this in the discussion you linked. One user proposed to give this right to rollbackers, one would give it to autopatrollers, two would grant it to everyone. There was neither a RfC nor (afaik) Village pump announcement regarding this proposal. It all happened on a talk page of a 3-years-old guideline with only four users taking part. Moreover, the talk section itself only calls for rollbackers to get the right. Thanks for the initiative, Martin, but this doesn't seem enough for a site-wide rights change for nearly all users.
