Issue occurred again today. Don't know the size of the image as someone else uploaded the image as he was testing the tool

File that results in a 500 error is a 1,61 MB JPG file
File that results in a working upload is a 62,3 kB JPG file
Smaller image went through. I'll stick with smaller images. The image size isn't important for testing the changes. And it's not a live tool.
Yes, this is the correct tool and just tried another upload.
Just attempted to upload a file.
Just did some debugging and the issue already occurs on upload (just normal file upload via form POST). I tried to var_dump($_FILES);die(); and it already gives a Internal Server error before I even do anything else with the file.
All the error log says is:
2019-06-19 16:57:51: (chunk.c.553) opening temp-file failed: No such file or directory
2019-06-19 16:58:42: (chunk.c.553) opening temp-file failed: No such file or directory
The file i'm trying to access is $_FILES['file']['tmp_name']. The code uses the default path settings provided by the webserver.

And I get this as a result:

It's acceptable for Lexemes, but not for monolingual statements. I can add them to the list of monolingual languages, but I would say that languages that are added as acceptable for Lexemes should also be available for monolingual languages. @Lydia_Pintscher: What's your preference? Should I make a patch to add them to monolingual languages?

De validatie wordt opgeslagen. Het is nu niet echt duidelijk dat ze in de toekomst geen validatiemail meer krijgen. (Eenmalig kan ook betekenen eenmalig voor deze upload, gebruiker weet niet dat vanuit Wikiportret maar een e-mail wordt gestuurd)

Pages need to be purged before the interwikilinks are shown (tested it with https://wikimania.wikimedia.org/wiki/Template:Done), but then do indeed do work.
And the add links popup now works too. So now this really is resolved.

@Lydia_Pintscher I see 1 unmerged patch related to this ticket. That doesn't look fixed to me. And I noticed that Template:Done still doesn't show interwiki links and I can't link it to other wikis. I click on Add links in the sidebar, the popup appears and when I enter nlwiki in the first field, nothing happens. (Could be caused by the unmerged patch that needs to be deployed).

That needs to be done via translatewiki.net. Or locally on each project by creating MediaWiki:Wikibase-otherprojects-wikimania and add the localized name there.

I don't see the links to other wiki's on Wikimaniawiki. Also checked nlwiki and there I see a link to Wikimaniawiki.

This should primarily be based on meta information from the image (EXIF data) and information entered by the person submitting a photo.
Interaction with Commons can be done using the MediaWiki API.
Machine learning is nice to have, but if it takes a lot of time, then don't use that.
@Sjoerddebruin Can you explain what you mean with this issue? This was all the information that was present on Github.
Any database changes need to be prepared by the developer.
Current database structure can be found in etc/scheme.sql
