I'm on the fence about that, having such an easily-accessible "ignore all safety features" button sounds like a problem just waiting to happen, even if on WMF it would only be accessible to trusted and knowledgeable people. But it could also be good for filters that have proven to be effective and safe, so long as editors to it are careful (all it takes is one accidental pipe at the end of a regex and suddenly every edit on the wiki is bad).
