Two issues to watch out for in this project. The first is that if you are going to flag images as NSFW you need a module that works equally across all skin colours. I know this should be assumed, but there are some big organisations whose flesh colour definition was built from a non global sample and they wound up unintentionally with a racist product.

I have corrected the priority to high. Obviously something that excludes such a large group of people needs to be fixed as a matter of priority. It shouldn’t be all that difficult to do a workaround such as MzMcbride suggested. If everyone who verifies an email address was exempted from such capchas then not only do we solve a major disability barrier, we also fix a problem that is a barrier for all new Wikipedians.

There are words with radically different meanings in English and American English, Fanny, Fag, Bum, Pants and of course Spunk/Spunky. There are also lots of words with secondary meanings that are different even if the main meaning is the same. Hood and Bonnet are both types of headgear, but they are also the same part of the car on different sides of the pond. Table is the same piece of furniture, but to table something has opposite meanings.

Here is a write up from an outreach event in Mexico where they simply had too many people to even try and get them to create accounts due to the IP throttle problems with mediawiki. So the problem is in ES as well as EN, Swedish and so forth.
Hi Xcombelle, it isn't just IP editors who have to do a capcha each time they add a link. On English Wikipedia it is also accounts that have not yet been autoconfirmed, ie less than ten edits or less than four days. In practice that means almost all trainees at outreach events. But the trainers don't have the same issue unless we create a new training account for each event, and I doubt anyone does that.

Not sure and won't be able to check easily for a couple of days till I get back to a PC. If you look at my last 100 or so main space edits and exclude the hotcat and V/E ones it might be quite easy to find - I was fixing typos and wound up on some pop culture topic.
Firefox after autocorrect, either that or somebody needs coffee. I have now succeeded on one occasion, possibly whoever was doing those typos was misusing tables beyond your imagination, my one success was in a cell that could have been tweeted, the earlier ones included entire episode plot summaries.

That link didn't work, does the throttle override extension do all of the things that this would do, and does it have the same privacy compliant features to enable remote use, and also does it have the same temporary feature that would leave our anti spam and antivandalism filters working on all other IPs?

I can understand people's concerns about a generic end to the throttle T91928: The Event Organiser's Userright. is I hope a more acceptable solution because it would only apply to the IP or IPs where an event was taking place, and only temporarily. It also has the advantage of tackling all three throttles rather than just the account creation one.
Hi Fae, I take your point re "As with other user rights this would by default be included in the administrators toolset and be allocated to others by administrators". Can you suggest an alternative to make clear this is not just for administrators? As for which wikipedias would use this, we currently have interest expressed from Catalan and Swedish as well as English, outreach takes place in lots of languages so I would expect quite a wide take up.
