Well, as i understand it, Scholia has many different aspects that each are tailored for a specific use. It would probably be almost trivial to add views for politicians, motions, and political subject. I would suggest to actually propose that to Scholia to get their views before planning to build a tool.
Why "a tool similar to Scholia" and not just Scholia?

If sorting on creation timestamp is solved, could also an option for last touched be added? It would help tremendously when doing edits in multiple articles based on search results. It is requested in T40403.

Sure, it will be a lot easier with structured data on Commons, so don't put to much effort to this now. But as fas as I understood it, structured data on Commons is at least 3 years away, so doing a simple tool in ~40 hours would probably be a wise investment to support GLAMs until the promised future wonderland is here.
