I don't understand why it matters if it's exclusive to this build, or whose 'cookies' to compare as only you have your cookies on your computer...
I don't see any bug in the software behavior here? If you think there is one, can you explain?

So far your browser and your m17n engine have a conflict it seems. How is MediaWiki related at all here?
This task does not explain the expected outcome and why pressing Ctrl+U should allow entering Unicode characters (somehow).

This might be the same problem as T198525: Can't log into mobile on Commons.
I do not see a "Show Diffs" button. When creating tasks, please always follow https://mediawiki.org/wiki/How_to_report_a_bug and structure your tasks into 1) clear steps to reproduce, 2) actual outcome, and 3) expected outcome.
This task is missing an explanation what you expect the output to be instead.

Removing Wikimedia-Site-requests as this is not a request to change server configuration.
I am renaming this task as it asks for a specific solution (that might not be the best way at all) instead of describing a problem (which tasks should do).
I don't know how wikibugs works exactly but https://www.mediawiki.org/wiki/Wikibugs#Functions states that it polls. Could it simply poll less often?

Does a global setting exist for that?
According to https://secure.phabricator.com/rPafc3099ee785c0f9cb86c702fc1d04d2be9f6af5 there is a "Hide Blame" option in the "View Options" dropdown so it can be toggled off?
In theory it should work as per summary in D1069

Unfortunately this report lacks some information. If you have time and can still reproduce the problem: Please add a more complete description to this report.
That can be a clear list of specific steps to reproduce the situation, providing a link to the website in the screenshots where the issue can be seen.
You can edit the task description by clicking Edit Task.
Ideally, exact and clear steps to reproduce should allow any other person to follow these steps (without having to interpret those steps) and see the same results. Problems that others can reliably reproduce can get fixed faster. Thanks!

Potential workaround from T169352#3396089: Move the affected task using 'Change project tags' in the dropdown above the comment form.
As a shot in the dark, it would be lovely if someone with DB access could run SELECT p.* from phabricator_project.project_columnposition p JOIN phabricator_maniphest.maniphest_task t WHERE p.objectPHID = t.phid AND (t.id="149690" OR t.id="191671"); for the testcase that Max reported in T198749.
