These rights were added in this community discussion: https://en.wikipedia.org/wiki/Wikipedia:Requests_for_comment/Make_userrights_self-sufficient#Add_move-related_privileges_to_Bureaucrat so I wouldn't be so quick to remove them without a similar consensus for doing so.

Somewhat related; can we have the interface show a warning when the requesting user is blocked on any project? (and maybe if there are block logs- but definitely active blocks)

Currently, an email address is required to use [[Special:GlobalRenameRequest]].

If I recall correctly, behaviour in RenameUser was an offer to delete the page and continue the move but in a global context that gives deletion ability to the global renamers group on any connected project.
