yup, looks like log_params is now an object with named values instead of an array. Gotta love un-announced breaking changes.
Looking further at the logs, it's happening for every global block.

Either T17294: Allow blocking of global accounts or T19929: CentralAuth account locks should trigger global autoblocks would be sufficient. Global blocks for accounts would be more useful in the long run though.

This is a critical tool for anti-abuse workflows on multiple wikis. Sigma is inactive, and I asked Earwig about it on their talk page:

signatures.toolforge.org uses the expandtemplates API, which does not expand parserfunctions. In theory the parse API would work better, but I haven't investigated it.

WONTFIX, Thumbor intentionally does not have access to MediaWiki session information for privacy and isolation reasons. Implementing this would require proxying all requests through MediaWiki (like we do for private wikis), which is undesirable from a performance standpoint. Thumbor ratelimits are also largely unrelated to MediaWiki ratelimits and are set based on the limitations of the shared thumbnailing infrastructure.

I'll note that the attack against OSM is repeated, ongoing, and automated, coming in waves. The OSM folks responding do not have sophisticated anti-vandalism tools, so they must wait for the accounts to be blocked by members of the Data Working Group. There are not many people with that access, so it can take a while for accounts to be blocked and then reverted.
