Large-scale work on improving this dialogue isn't really in scope now, and its complexity means there's probably not much we can do in the way of small-scale improvements. There was a bit of discussion about removing it from the mobile visual editor for now—is that the approach people feel we should take?
What's the progress on this task? It appears to have sat here for quite a while, but I know from talking to people that the implementation is in progress.
Based on a discussion just held with @Neil_P._Quinn_WMF and @Esanders, this work is complete—the schema is adequately defined for implementation.

Overhauling and fixing these metrics is important for establish baselines for our work to improve mobile visual editing, so the Editing Q1 2018-19 mobile improvements tag does apply here.

I can't reproduce this any more, and given that nobody else could reproduce this issue either, I assume it was something silly on my end.
There's more to do here to get this to an ideal state, but this is at least an iterative improvement.
I can't reproduce this now, so I guess we have to assume that this is fixed until we prove otherwise.
Can you give more detail about what "enable the visual editor" means for you? Do you mean have it as the default editor? Or have the source editor be the default editor, with the option of switching to the visual editor?

@Esanders When I experience this issue, running that JS fixes it for the rest of that edit session. It seems like you're on to it!
This issue is still present for me, but I can't reproduce the issue in Safari or in an incognito window. I think the onus is on me to try to diagnose exactly what it is about my setup that is causing this issue...
